Sandy City Recorder Wendy Downs Certifies Municipal Ordinances and Annexations

Wendy Downs serves as the City Recorder of Sandy City, Utah, as recorded in a public notice from August 5, 2026. In this capacity, she has certified various city ordinances for the public record throughout 2026. As the City Recorder of Sandy City, Utah, Wendy Downs performs essential administrative duties for the municipality, including the certification of official city ordinances. According to a public notice dated August 5, 2026, Downs certified that the short summary of Ordinance 26-53 was published on the Utah Public Notice Website, the Sandy City Website, and at City Hall. This specific ordinance, which was adopted by the Sandy City Council on July 21, 2026, involved amending Section 7-1-24 of the Sandy City Municipal Code to address the acquisition of real property, the inventory of city owned real property, and the disposition of surplus real and personal property. Downs's role involves maintaining the public record for various legislative actions taken by the City Council. For instance, a document from May 14, 2026, shows that Downs certified the summary of Ordinance 26-46, which was adopted by the City Council on May 12, 2026. This ordinance facilitated the LaCaille 2 Annexation, a process that annexed approximately 7.82 acres of contiguous unincorporated area in Salt Lake County into the municipality of Sandy City to establish zoning for properties located at 9561, 9563, and the remainder of 9565 S. Wasatch Blvd. Throughout the spring and summer of 2026, Downs certified several other annexation ordinances. On May 27, 2026, she certified the summary for Ordinance 26-47, which the City Council adopted on May 19, 2026, regarding the Rudelich Annexation of approximately 0.35 acres at 9521 S. Ksel Dr. in Salt Lake County. This certification process ensures that the public is notified of changes to the city's boundaries and zoning regulations. In April 2026, Downs was involved in the documentation of significant expansion efforts. According to a public notice dated April 27, 2026, the City Council adopted 19 ordinances related to the Granite Area Annexation on April 7, 2026. These ordinances included several specific land acquisitions, such as the Sieverts Annexation (Ordinance 26-08) on April 7, 2026, which added 1.06 acres at 9876 S. 2700 E., and the Clark Annexation (Ordinance 26-10) on April 7, 2026, which added 0.54 acres at 2875 E. 9460 S. Other annexations certified by Downs in that same period include the Parrish Annexation (Ordinance 26-13) on April 7, 2026, the LaCaille Annexation (Ordinance 26-14) on April 7, 2026, the Hilton Annexation (Ordinance 26-15) on April 7, 2026, the Southwick Annexation (Ordinance 26-16) on April 7, 2026, the TP Real Estate Annexation (Ordinance 26-17) on April 7, 2026, and the Brown Annexation (Ordinance 26-18) on April 7, 2026. The full text of these and other ordinances remains available for public inspection in the City Recorder's Office, located in Suite 311 of Sandy City Hall at 10000 Centennial Parkway. whatThisMeans For Sandy residents, the work of the City Recorder ensures that all legislative changes, such as new property laws or city boundary expansions, are officially documented and made available for public review. This transparency allows citizens to stay informed about how the municipality manages its real property and how the city limits evolve through the annexation of land from Salt Lake County.
