Nephi City offered an adult coed indoor soccer league with specific participation requirements. Players were required to be at least 16 years old to participate in any adult league.
The league was structured as 7 vs 7 gameplay, consisting of six outfield players and one goalkeeper, with a minimum of four outfield players and a goalkeeper required. A rule was in place stating that two girls must be on the field for each team at all times, though teams with only one girl were permitted to play down one male player. Registration for the league ended December 8th, and games were scheduled to start January 7th on Tuesdays.
Teams paid $300 per team to participate. Games consisted of two 20-minute halves with a 5-minute halftime. Each team was allowed one 30-second timeout per half, which had to be called on a team's possessive dead ball. Substitutions were permitted on any dead ball.
Specific gameplay rules included no offsides and no drop kicks. Goal kicks were played from the goalkeeper's hands in the box, and if the ball was dropped to the ground, it became a live ball. Goalkeeper throws were not permitted to pass the half field without touching the ground first. Goal kicks and kick ins had to be taken within seven seconds to avoid a turnover.
Fouls in the box resulted in a penalty taken from the edge of the penalty box. Free kick walls were required to be five steps away from the foul. Yellow cards required a player to sit out for two minutes without substitution, and a second yellow card resulted in a red card, a match suspension, and a one-game suspension. Slide tackling was permitted only for goalkeepers within the penalty box, though players could slide to keep balls in play if no other players were in the immediate area.
If a game remained tied after two 5-minute golden goal overtime periods, the winner was decided by penalty kicks from the 10-yard mark.
