The Delta City Council continues to operate under a six-member form of government, where powers are divided between the council as the legislative body and the Mayor as the chief executive officer. Under this structure, the Mayor presides over all council meetings and manages municipal employees.
Roles of Mayor and Council
According to Delta City government documents, the Mayor serves as the chair of the council but remains a nonvoting member except in specific circumstances. The Mayor is required to cast a vote during tie votes, when deciding on the appointment or dismissal of a municipal manager, or when voting on ordinances that alter the Mayor's specific powers, duties, or functions.
As the chief executive officer, the Mayor is responsible for enforcing municipal laws, keeping the peace, and ensuring all local statutes and resolutions are executed. The Mayor also holds ceremonial responsibilities, such as attending ribbon cuttings and making municipal appearances.
Legislative Authority and Transfers
The City Council holds the authority to exercise executive or administrative powers that have not been assigned to the Mayor under state law, or those specifically delegated by the Mayor. The council can also pass ordinances to transfer executive or administrative power from the Mayor to itself or to a hired city manager or administrator.
To remove or reinstate a specific power, duty, or function from the Mayor via ordinance, the council must secure the affirmative vote of the Mayor and a majority of all other council members, or the vote of all council members except the Mayor.
Current Council Membership
The Delta City Council is currently composed of Mayor KC Bogue and council members Kelly Carter, Nicholas W. Killpack, Brian Huber, Nathan Taylor, and Natalie Stefanoff. The council's administrative offices are located at 76 N 200 W in Delta.
A regular meeting for the City Council was previously scheduled for June 17, 2026.
Executive Limitations
The Mayor does not possess the power to veto ordinances, tax levies, or appropriations passed by the council. With the advice and consent of the council, the Mayor may appoint individuals to municipal offices or assign council members to administer specific city departments.
