This seasonal spike in rainfall is attributed to the proximity of the monsoon region. The CPC's seasonal outlook for the July-August-September period favored widespread above-normal precipitation over much of the Western Region, driven by a predicted active monsoon summer.

The CPC's June assessment also highlighted that while the broader Western Region could see increased wetness, there was a simultaneous trend of anomalous warmth. The agency's monthly and seasonal outlooks indicated a preference for warmer-than-normal conditions across much of the West.
