LEWISTON CITY COUNCIL MINUTES JULY 21, 2026, 7:30PM 29 S MAIN LEWISTON, UT
On July 21st, 2026, the Lewiston City Council meeting and Public Hearing was held in the Lewiston City Clubroom at
29 South Main at 7:30pm. Mayor Bodily, Council members Westover, Trexler, Simper, Morrison, Bodily, City
Recorder Chris Barr, Public Works Director Paul Swainston, and Assistant Public Works Director Brennan Hyer
were present. Others present included Nancy Pitcher, CieAra Bodily, Chris Dunn, Melissa Archibald, Casey
Archibald, Travis Gibbs, and Teresa Swainston.
Mayor Bodily called the meeting to order at 7:30 p.m. Mayor Bodily led the Pledge of Allegiance.
Review and approval of the minutes of the June 16th
, 2026 meeting.
F. Bodily motioned to accept the minutes, seconded by Trexler. All in favor. Motion carried unanimously.
Resident Input. None.
Public Hearings
– Presentation of Final Budget for Fiscal Year 26 (7/1/25 - 6/30/26). Canceled because the Auditor is not
finished.
– Proposed increase to monthly garbage collection fees.
F. Bodily motioned to open the public hearing for increase on the garbage collection. Simper seconded. All in favor.
Motion carried unanimously.
Mayor Bodily explained that cost of garbage collection was set to increase by 4%, so this proposed increase was to
keep things balanced. Councilmember F. Bodily stated that it calculates to about $1 dollar increase per can, per
month. Councilmember Trexler stated that current fees are $21.75 for the smaller can, and $23 for the bigger can.
F. Bodily motioned to close the public hearing on the garbage increase. Morrison seconded. All in favor. Motion
carried unanimously.
Vote on Proposed increase to monthly garbage collection fees.
F. Bodily motioned to open the Master Fee Schedule and adjust the garbage collection by a $1 increase. Trexler
seconded.

Mayor Bodily explained that there has been a complaint about the CVTD bus driving on Sugar Lane, but the
complainant did not show up for the meeting. The complaint is that the bus travels over the speed limit of 25 mph
and it is a narrow residential street. Complaints have been made to CVTD, but they are no longer responding. Mayor
Bodily has spoken to the Sheriff’s office about this, and they will be watching and will contact CVTD as well.
After Action Review (AAR) on 4th of July
Mayor Bodily opened it up for volunteers to speak. Melissa Archibald of the Rodeo Committee said that collecting
sponsorship donations was a catastrophe. She and her husband Casey, and Travis and Sarah Gibbs are happy to
keep helping with the rodeo but would like a committee to take over sponsors next year. She said that everybody
who is collecting from sponsors should meet so people don’t get asked for donations multiple times. She also
suggested more food trucks at the Rodeo. There were long waits and more people than the vendors could serve
efficiently.
Nancy Pitch inquired about the days for next year’s celebration, with the 4th being a Sunday. Mayor Bodily replied
that events will happen the same as this year, Thursday, Friday, and Saturday. Nancy Pitcher reported the race was
very successful, with about 450 participants. She would like next year there to be more gift cards in smaller amounts
for the prizes, and more recognition for the sponsors.
Chris Dunn (sponsorship coordinator) reported that he was not aware of the scope and nuances of the sponsorships.
He learned a lot and wants to do a better job going forward. He is excited about the changes that Mayor Bodily is
going to talk about next.
Mayor Bodily plans to have a master list of sponsors and a standardized form and way to collect payments online.
He would like the committee to meet monthly starting in January.
Mayor Bodily expressed frustration over the parking issues and working with the Sheriff’s Deputies who only wrote 1
parking ticket. Council members noted a perceived lack of police presence and a need for a visible presence at the
rodeo. Councilmember Morrison suggested an officer for traffic control at the intersection of Center and Main after
the fireworks.
Further discussion included need for more porta-potties, trash cans, and cell coverage.
Mayor’s Report.
• Mayor Bodily reported that the office is looking to move to Caselle payment system. They will match
whatever Xpress BillPay is charging us. September 12th will be the City Picnic, which will also be a fire station
recruitment effort.
• Mayor Bodily met with USDA which is requiring milestones to be set on the sewer project to keep the
funding they’ve provided. He has Vern Fielding helping to find some property for the City.
• The 1600 West project is progressing through the engineering stage. JUB is also working the engineering for
the public works building.
Councilmember Reports
Councilmember Westover reported that the current fire restrictions are in effect until July 25th
. Their will be changes
to the 4th of July vendor booth forms next year and they will look for a way to fit more vendors at the rodeo.
Councilmember Trexler had nothing further to report.
Councilmember Simper reported that Lewiston had tested positive for West Nile Virus in at least one of the
mosquito traps the previous week.

Councilmember F. Bodily reported the city was awarded $60,000 in RAPZ. A concert in the park is scheduled for
August 10th
.
