Thousands of Utah County voters received ballot packets containing inaccurate instructions regarding identification requirements, according to a report published October 23. The erroneous notices mistakenly told certain voters they must include a photocopy of their ID with their mailed ballot or risk having the ballot rejected.
County Clerk Aaron Davidson stated the wording was a mistake caused by a clerical mix-up and miscommunication. He noted that the error was neither mischievous nor nefarious, but rather a misunderstanding. The discrepancy affected an unknown number of voters, including some first-time voters and others who had previously cast ballots.
The error was identified after several voters raised concerns that the instructions contradicted previous official guidance. Upon review, county staff confirmed an erroneous flyer had been included in a batch of packets distributed to thousands of households. To prevent a recurrence, Davidson said the clerk's office is re-training employees on proper packet contents and implementing a double-check system for future mailings.
Per the Utah election handbook issued by the lieutenant governor's office, voters who register by mail must only provide a government-issued photo ID copy if they have not already proven their identity in person. Voters who verify their identity through in-person registration, a driver's license, or other means at the time of registration are not required to submit additional ID for mail-in ballots. Clerks verify identity by comparing registration information against the state driver's-license database.
County officials assured voters that any ballot submitted without the unnecessary ID copy will still be counted, provided the voter meets standard eligibility requirements. Voters with specific questions are encouraged to contact the Utah County Clerk's Office directly. Election officials said they will continue to monitor the situation and issue further clarification if needed.
