II. MOTION TO OPEN PUBLIC MEETING

V. BUSINESS
a. Approval of the Minutes: from the meeting on April 22, 2026. Does anyone have any changes to the
meeting minutes? Vote on the Minutes. Do we have a motion to adopt the minutes from the last
meeting?

b. Welcome new members:
1. Welcome the new members to the Committee: Kristi Davis, Russell Arave and Robert Miller. They will
be representing the Parks and Recreation arms of the committee.
c. Committee roles:
i. We will need to fill the following committee rolls for the 2027 year. Committee roles will
expire and be refilled at the January, 20 2027 meeting. Please express your interest so we can
vote at our next meeting in October.

Brooke explained what the 501c3 committee is and what that position would require.
ii. Powerline Park Playground
1. The Powerline Park playground is 30 years old and has been relocated twice. This
playground has exceeded its life span. A playground's life span is around 15-20 years.
2. The City Council has given us directions to replace this playground using between
$200,000 and $250,000 of RAP Tax Funds. The current balance of the RAP Tax Fund is
around $700,000 dollars at last report.
3. We reviewed the quotes and renditions of the playground proposal for the Powerline
Park replacement.
a. We recommend that we make the park ADA compliant, the surface under the
playground is currently sand. The average park use of this park is 1,000 people a day.
4. With this replacement the Parks and Recreation department would like to also add a
sidewalk that connects the playground to the sidewalk that was recently installed to
connect the restrooms to the parking lot, so this can be fully ADA compliant.
5. The council has asked we get as many features in this playground as possible for the
amount we spend.
6. The mention of benches for the parents to sit on has also been brought up by council
members and RAP Tax committee members.
7. The council is in favor of having shade at the playground.
8. The skate ramps will need to be removed. We recommend doing a small skate park on the
east side of the tennis courts across from the Recreation Building. We estimate it would cost
between $50,000-$80,000 for a pocket skate park.
9. The three proposed park plans all fit into the current playground space. The recreation
department needs all of the soccer fields it currently has.
10. #1-Great Western design proposal- $265,756.84. This includes benches, shade, swing,
spinner. Kristi expressed concern over the single swing and wondered if 2 or 3 swings would
fit in the same space if it was changed to another type of ADA compliant swing.
#2-Garrett- $221,460,00 Spinner, swing, shade, benches. We liked the climbing feature, but
question if it will comply with the height requirement for the space near the powerlines.
#3 Big T- $229,584.93-We two benches, shade, climbing feature, turning modules, and a
geo- feature. We really liked the theme. The parks department has expressed that this
company has a good warranty, is great to work with and has been very responsive when
something breaks. We wondered if a swing could be exchanged in place of the rocker?
We also wondered if there could be more benches placed by the trees, or between the road
and the playground.
We prefer plan #3 from Big T.
The pricing from all of the companies included in the bid the cost for tear out and
excavation. This is about $15,000. Our parks and maintenance will do this, so that will
reduce the overall cost.
We would like to present this to the City Council, maybe on the second Tuesday of
September if we can get on the agenda.
iii. Pond Park
1. The council would like to see this finished as a nature park.
2. Items of discussion for this park are:
a. Install a smaller nature playground with climbing rocks and boulders and
benches for parents to sit on and shaded playgrounds
b. Use drought resistant plants
c. Have lots of shade around the park area
d. Have lots of vegetation like at Heritage Park
e. Have a landscape much like the Utah Botanical Gardens
f. Install a restroom facility
g. Install smaller pavilions so a number of families can gather at the park rather
than 1 large pavilion, because currently have 5 large pavilions and 2 medium
sized pavilions that can be rented in our parks systems.
We have been given a grant from the DNR to build a dock. In order to get this we would need to
pay for a platform to connect it to. It will need to be installed in June of 2027. As a committee we approve this idea, and
need to ask the city council for this money. Brooke estimates it to be about $5,000.
On all of these projects we need to have signage to show the public that these projects are being
funded by the RAP Tax funds.
