The Brownfields Assessment Grant Advisory Committee met on Tuesday, April 7, 2026, to review property assessment progress and discuss budget allocations. During the meeting, the committee approved an additional $7,150 for hazardous building materials surveys for two parcels at the CDCU Emeril Apartments.
Rachel Boyett provided updates on five properties currently under assessment. The Midvale Unique Auto assessment remains on hold while Salt Lake County plans to contact Midvale City this quarter. The Phase II assessment for SLC Rio Grande is currently on hold pending site access permission, which is expected by the end of May. Meanwhile, the CDCU 1084 W 1700 S assessment is progressing through Phase II, with a report expected by early May.
The CDCU Emeril Apartments received Site Eligibility Determination approval for two additional parcels to be included in the Hazardous Materials Survey. Following a request from the Community Development Corporation of Utah, Ben Bowers inquired about the review status of the updated Sampling and Analysis Plan for these parcels. Joe Katz will follow up with Utah DEQ DERR, while Salt Lake County coordinates with the EPA to determine when Terracon may proceed with sampling.
Additionally, the SLC CRA Crossroads Thrift Store was sampled on a recent Friday, with a Phase II assessment report anticipated by mid-May.
Regarding the budget, Boyett reported that most grant funds are committed to active property assessments. Salt Lake County will determine the remaining grant duration and available funds for new assessments once current assessments are finished. The EPA is expected to provide updates on the 2026 Coalition Assessment Grant cycle in mid-May, with a cooperative agreement anticipated to begin on October 1.
Ben Bowers suggested that if budget remains after current assessments, the committee could consider site-specific, small area-wide, or brownfield revitalization plans.
