Story Opponents of President Donald Trump’s decision to sharply downsize two Utah national monuments in July are re-upping their argument that he didn’t have the authority to do so. Retailer Patagonia, environmental groups and tribal organizations waged legal battles against Trump in 2017 after he ordered prior reductions of Bears Ears and Grand Staircase-Escalante national monuments.
