While the Mayor serves as the chair of the council and presides over all meetings, the position is generally a nonvoting member of the council. The Mayor votes in the event of a tie among the other council members present, when the council is deciding whether to appoint or dismiss a municipal manager, or when voting on an ordinance that would alter the Mayor's specific powers, duties, or functions.

An ordinance intended to remove or reinstate a power, duty, or function to the Mayor requires either the affirmative vote of the Mayor and a majority of all other council members, or the vote of all council members except the Mayor.
When the council seeks to redistribute the Mayor's powers to an administrator, the adoption of that ordinance must be achieved through either a unanimous vote of the council or by securing the votes of a majority of both the council and the Mayor.
Protected Mayoral Functions
