Under the new executive order, the council is tasked with delivering a comprehensive statewide quantum landscape report by March 30, 2027. The executive order is effective immediately and is scheduled to remain in effect through Dec. 31, 2028.
Governor Cox emphasized that Utah possesses the necessary infrastructure to lead this technological transformation. "Quantum technology is going to change how we compute, communicate, manufacture, discover new medicines and defend our country, and Utah has the people and infrastructure to help lead that transformation," Cox said on Aug. 10, 2026. Trump signed Executive Order 14413, titled "Ushering in the Next Frontier of Quantum Innovation." This federal order established a national strategy to accelerate the development and commercialization of quantum computing, sensing, and networking.
The federal mandate directs agencies to strengthen domestic quantum supply chains and expand the quantum workforce. It also includes the establishment of the Quantum Computer for Application Development and Discovery Science (QC-ADDS) effort, which aims to develop a quantum computer capable of performing transformative scientific applications beyond the reach of current classical computers.

These include Nucleus Grow, which partners with early-stage companies in deep tech and life sciences, and the Nucleus Fund, which provides early-stage capital to university-born technologies.
Other specialized programs include Nucleus ProLab, which connects students from Utah's 16 public higher education institutions with industry partners for credit-earning projects, and Nucleus MarketEdge, a virtual program designed to help professors, PhDs, and postdocs navigate the transition from research to startup formation.
