Tugaw is running against Republican Michael Murphy for the seat. Tugaw said development in Wasatch County is "out of control" and the biggest issue in the district, which includes portions of Heber City and all of Hideout. "If housing is scarce, it's supply and demand that basically just drives up the housing costs of all the other locals," Tugaw said.
