Mayor Leak called to order a regular Cornish Town Council meeting on August 5, 2026 at the

Cornish Town Hall, located at 4788 W 14300 N Cornish, Utah 84308 at 7:05 p.m.

Madi Smith: Madi was not in attendance for the meeting but she sent the council the

delinquent accounts ahead of time. Councilmember Buxton is going to see if he can find a
11
different report that will only show the accounts that are 3 months past due instead of anyone
12
who hasn’t paid in full in the month before.

Mayor Leak entertained a motion to approve the minutes for the regular council meeting held

on July 15, 2026

Cornish Minute: Councilmember Fisher shared that the first person to settle in Cornish was
30
Andrew McHolmes in 1868. He figured people have lived in Cornish for 158 years.

Councilmember Fisher has lived in Cornish for almost a third of the time that people have lived
32
here. He also shared that in 1870, four Goodwin brothers came to Cornish and settled a 1,200
33
acre ranch. They each took 300 acres and built a house where the 4 corners met and they each
34
had a room over their land. Lastly, the Goodwin brothers dug ditches in 1874 to 120 acres of
35
land and that land was the first irrigated crops in Cornish.

Council Member’s Reports:

Roads – Jeremy was supposed to come out last week to crack seal but something came up.

There was discussion about repainting the railroad crossings on some of the roads in town.

Planning & Zoning – Councilmember Creech reminded the council that the Golden Steps
40
conditional use permit is up for renewal. He is going to reach out to them and have Madi add
41
them to the next agenda.

Councilmember Creech showed the council the GIS plan that he created with the Utah
43
Geospatial Resource Center (UGRC). He asked if they thought it looked good and if they liked it
44
he will let them know to move forward and once they have it finalized a link to view it will be
45
added to the town website. It will allow anyone to go on and see how their parcels are zoned
46
and will be good to have on public record.

There was discussion if bounce houses are allowed at the park. They are still prohibited on the
48
park rental agreement. Need to make sure anyone who rents the park signs the rental
49
agreement so the town is not held liable if something happens.

Parks/Town Hall/Finance – Councilmember Buxton is following up with the people coming to
51
do the fence and backstop at the park.

Jake Johnson asked to use the park for firefighter training. Mayor Leak said that would be fine.

Water – Councilmember Fisher had nothing to report.

Mayor’s Report: Mayor Leak informed the council of a meeting he had with Econo Waste,

which is now Robinson Waste Services. They had questions of why the council sent them a

termination notice and he shared some of the issues they’ve had with their services. He also

shared some of the things they have done well. The council decided to still keep them in mind

while also getting bids from other providers. They decided it would be best to know the
59
direction they are wanting to go by January 2027 so that when their contract with Robinson
60
Waste is up in July of 2027 they can move forward without issues.

Mayor Leak gave an overview of the improvements and changes that were made on the Pitcher
63
well and water system the week before to help with the low water levels in the tanks. The issue
64
has improved and the council felt good about what was done to help improve the towns water
65
levels. The council felt that it was ok for people to start watering outside again as long as they
66
can manage it and not overwater.

Citizen comments:

Founders Day Celebration Committee: The committee asked if they could use the tables at the
69
town hall in case they needed more tables to present the different talents on. They informed
70
the council that they will have a corn cannon and a train behind a 4-wheeler. Councilmember
71
Forsgren just let them know they will have to have a boundary of some kind separating those
72
things away from the general public. It was decided that Councilmember Buxton will handle the
73
money. They were initially planning on charging $5/kid and $7/adult for lunch, but decided to
74
possibly not charge and have a donation jar instead. Tiera asked if any of the council members
75
would be there to help serve lunch, they said they could definitely help with that as well as
76
setting up and taking down after. Tiera shared a rundown of schedule of events. She asked if
77
they needed to come to the next meeting to finalize anything and the council said that would
78
be fine if they felt like they needed to. It was also suggested that they come to a meeting
79
sometime after the party to share feedback and what they might want to continue or do
80
differently next year.
