Heber City is inviting residents and local workers to apply for the Heber Leadership Academy, a program designed to educate the public on municipal operations and local politics. The academy aims to empower a new generation of civic leaders, building on a legacy of community projects that began as early as 2023 with the creation of the Compass Plaza Splash Pad.

The program, which offers a high-elevation view of current events in the Heber Valley, provides participants with first-hand knowledge of how the municipality functions. According to a City of Heber City announcement, the academy focuses on leadership training, critical thinking, and networking to help residents become more invested in their community. The curriculum is intended to help individuals understand the depth of the community and the specific issues driving local politics.
Bridging the Civic Gap
The initiative was established to address a specific gap in civic understanding. As KPCW first reported in August 2025, city spokesperson Ryan Bunnell stated the program was created after staff noticed residents often struggled to distinguish between federal, state, county, and municipal boundaries. The academy aims to teach participants how to translate their personal ideas into actual city policy, potentially preparing them for future roles in local government.
A Path to Public Office
For those interested in running for office, the program offers a pathway to understand the complexities of governance. Bunnell noted that while residents may start with a specific interest in areas like parks, trails, or development, the program reveals the broader scope of municipal management. Even for those without political aspirations, the city maintains that educating oneself on the legislative process amplifies a citizen's ability to be effectively and positively involved in the community.
Comprehensive Curriculum
The academy is structured around nine monthly sessions that explore various city departments and functions. Over the course of these sessions, participants dive into topics such as the local economy, public works, and law enforcement. In years where municipal elections occur, the academy has partnered with KPCW to host candidate forums, such as the one scheduled for October in 2025, to further engage the electorate.
Tangible Community Impact
The impact of the academy is visible through its past group projects. According to Envision Heber, the first class designed the Compass Plaza Splash Pad, located outside the historic Tabernacle building that now serves as Heber City Hall. The project was intended to enhance the downtown area by encouraging walkability and providing a family-friendly gathering spot. The design specifically features a large engraved compass and was adjusted to complement the red sandstone architecture of the Tabernacle.
Preserving Local History
Following the success of the splash pad, subsequent classes have continued to leave a physical mark on the city. The second class was responsible for designing and installing all the landscaping surrounding the Compass Plaza Splash Pad, creating a vibrant hangout space with stone borders, native plants, hanging flowerpots, and seating benches. The third class completed two distinct projects, including the Heber City Historic Walk Tour. This self-guided tour features thirty-five historic plaque signs placed on properties dating between 1860 and 1920, providing historical context about early pioneers to residents and visitors.
Community Services and Healthcare
While the academy focuses on civic engagement, the Heber Valley region continues to manage various other community needs. The City of Heber City continues to provide essential services through its police and public works departments. Additionally, the region maintains critical healthcare infrastructure, such as Heber Valley Hospital, which provides emergency and specialized medical services, including cancer care and various wellness classes, to the local population.
