A Utah lawyer, who repeatedly sued police for their actions, said the family of Charlie Kirk has a persuasive case against the state of Utah and UVU, calling "negligence" in protecting Kirk astonishing. "The notice of claim noted security measures — creating a secure perimeter, using metal detectors and drones — were not used.
