The Springville Planning Commission is scheduled to meet on Nov. 10, 2026, to consider several legislative policy decisions regarding neighborhood plans and development standards. The meeting is set to begin at 7:00 P.M. at the City Council Chambers located at 110 South Main Street.
During the legislative session, the Commission will hold a public hearing to address several proposals. Mark Frischknecht has proposed amendments to the Cottage Lot Type standards within the Westfields Central New Neighborhood Plan. These proposed amendments seek to adjust development standards for cottage lots to accommodate construction on lots with atypical dimensions. The Commission will provide a recommendation to the City Council regarding this matter.
HomeOwnership4U has submitted multiple proposals for consideration. These include an amendment to the Official Zone Map to apply a Traditional Neighborhood Development (TND) Overlay to three parcels along 1200 West between Center Street and 130 North. Additionally, the group proposes the adoption of the Wood Springs Cottages New Neighborhood Plan for the same area to establish layout and development standards. HomeOwnership4U also proposes a development agreement with Springville City for the Wood Springs Cottages project to establish terms and responsibilities for the development.
The agenda also includes a request from Springville Public Safety for the Commission to review and recommend an updated Public Safety Impact Fee Facility Plan and Impact Fee Analysis. This item involves legislative policy decisions regarding how impact fees are assessed for new developments. The Commission's recommendations on these matters will be sent to the City Council for final decisions at a later public meeting.
The meeting agenda also includes administrative actions, such as the approval of the 2027 Meeting Schedule and the approval of minutes from the meeting held on Oct. 27, 2026. The Commission will also review the consent agenda, which includes administrative actions that require no additional discussion.
The Planning Commission will make recommendations to the City Council for all legislative items discussed during the session. Final decisions on these proposals will be made by the City Council at a later public meeting.
