The Grand County Planning Commission is scheduled to hold a regular meeting on July 27, 2026, at 5:30 PM in the Grand County Commission Chambers located at 125 East Center Street in Moab, Utah, according to a public notice.
According to the notice, the agenda includes a discussion regarding a Land Use Code Audit and a workshop concerning Planning Commission Bylaws. The meeting will also address the approval of minutes from the July 13, 2026, meeting.
The Land Use Code Audit, which was presented by Planning and Zoning Director Andrew Jackson, identifies several areas requiring significant updates. According to the report prepared by Sunrise Engineering, the code requires updates to incorporate various ordinances that have been adopted but not yet integrated into the existing code.
Key issues identified in the audit include the need to reconcile conflicting terminology, update outdated language, and reorganize the code structure. The report suggests that the current organization, which is organized by topic rather than by zone, can be cumbersome for property owners and applicants. Proposed changes include reorganizing the code into nine articles to clarify how rules apply to properties, how to meet those rules, and how to obtain approvals.
In addition to the code audit, the commission will conduct a workshop on the Planning Commission Bylaws. A staff report indicates that the bylaws are undergoing an annual review and proposed amendments to conform with the 2025 recodification of Utah Code Title 17.
Proposed amendments include updating statutory citations and conforming certain provisions to the Grand County Land Use Code to ensure consistency. The staff recommended that the Planning Commission forward a favorable recommendation to the County Commission to adopt the rewritten bylaws and initiate conforming amendments to the Land Use Code.
