The city requires that all site plans be highly detailed and legible to serve as permanent records; illegible or poorly drawn plans are subject to rejection.
Each site plan must include an aerial photo background, the building or house location, the street address, a north arrow, the specific work location, and notes describing the work to be performed. Additionally, plans must indicate the location of sidewalks, curbs, gutters, and utility mains. For remodeling or adding to existing structures, a location or key plan must be provided to show how proposed improvements relate to existing structures.
Insurance and Bonding Mandates
The city mandates specific insurance and bonding amounts to mitigate liability. All contractors must maintain a minimum of $1,000,000 in liability coverage and $3,000,000 in combined aggregate coverage. This aggregate amount may be satisfied through a combination of General Aggregate coverage and an Umbrella Policy.
Bonding requirements vary based on the scope of the work. Contractors excavating deeper than 12 inches within the right-of-way must secure a $25,000 License & Permit Bond. For contractors limited to paving and flatwork, a $5,000 bond is required. These are not cash bonds but can be acquired through insurance agents for periods ranging from two years to continuous coverage.

Ogden City only accepts traffic control plans that are designed and drafted according to the Manual on Uniform Traffic Control Devices (MUTCD) standards issued by the Federal Highway Administration. Specific protocols exist for different types of traffic management. For roaming traffic control—used for tasks like utility vault access or directional boring—contractors must provide an overall site plan with marked locations for all traffic control setups.

Contractors are required to follow the specifications provided by the APWA Manual of Standard Specifications (2017 Edition) and the APWA Manual of Standard Plans (2017 Edition), as well as Ogden City's Engineering Standards for Public Improvements (2020 Edition). The city warns that if any work, such as concrete, paving, or burying materials, is completed without the appropriate inspection, the contractor will be instructed to remove the material so inspections can be properly conducted.
The Permit Activation Process
The inspection process begins once a contractor activates their permit via the city's online portal or by contacting the Engineering Permits team. The city explicitly prohibits same-day activation; permits must be activated at least one to two business days before work begins to avoid potential restrictions on the amount of work a contractor is allowed to perform at once.
Once a permit is activated, contractors must contact their assigned Engineering Inspector to schedule an inspection. The inspector's contact information is located on the upper right-hand corner of the permit. Inspectors conduct various checks, including those for sanitary sewers, detention basins, storm drains, curb and gutter, driveway approaches, handicap ramps, and roadway asphalt.
Environmental and Storm Water Compliance
Environmental protection is also a core component of the regulatory framework. The Utah Department of Environmental Quality requires a Construction Storm Water (UPDES) permit for soil disturbances of one acre or more. This also applies to non-residential disturbances of less than one acre if they are part of a common plan of development that exceeds one acre.
These permits are necessary to ensure that discharges from construction sites do not adversely impact water quality standards. The department manages various permit types, including General Permits, Common Plan Permits, and permits for Construction Dewatering and Hydrostatic Testing (CDHTs).
