Mitchell Steven Inclan, a 33-year-old man from the Las Vegas area, faces 35 felony charges following a high-speed chase and a vehicle fire in St. George, according to a September 21 report.
The incident, which involved a stolen BMW, resulted in the discovery of a large-scale identity theft and mail theft operation by investigators.
The investigation began on August 28, 2026, after police responded to the Red Cliffs Mall in St. George regarding unauthorized purchases exceeding $300 using stolen credit cards.
During the subsequent investigation, a stolen BMW attempted to flee from officers while trying to reach an I-15 on-ramp, eventually crashing into a rock and catching fire. While one suspect, 42-year-old Stephen Michael Laughlin of Las Vegas, was apprehended at the scene, Inclan fled on foot into brush near the Southgate Golf Course before being located.
Upon inspecting the wreckage after the fire was extinguished, detectives recovered evidence including more than 100 pieces of stolen mail, 20 stolen bank cards, four laptops, a printer, a stolen handgun, and numerous fraudulent identification cards. Investigators found that six of the fraudulent IDs featured Inclan's photo but listed different names and personal information from various states.
Inclan's charges include mail theft, vehicle theft, gun theft, forgery, possessing someone else's identification, and 20 counts of unlawful possession of a bank card.
Laughlin also faces multiple charges, including mail theft, forgery, gun and vehicle theft, possessing someone else's identification, and 20 counts of unlawful possession of a bank card. Together, the two men face a combined total of approximately 92 charges.
Both Inclan and Laughlin were booked into the Washington County Purgatory Correctional Facility and are being held without bail. All charges remain allegations, and both individuals are presumed innocent unless proven guilty in court.
Investigators noted that Inclan had dropped off a second vehicle for repair in St. George the previous Friday, a detail that may expand the scope of the investigation.
