Mayor Clark Fawcett has declared a local emergency in Hurricane City following significant flooding and related infrastructure damage throughout the community, according to an October 22, 2026, statement. The declaration was issued in accordance with Utah Code Section 53-2a-208 to address impacts on private property, public infrastructure, transportation systems, and utility facilities.
Preliminary assessments indicate that approximately 130 residential structures have been impacted. This includes about 80 residential homes and 50 recreational vehicles located at Willow Wind RV Park. The full extent of the damage and the potential displacement of residents are currently under assessment.
Flooding has also affected bridges, culverts, public roadways, and electrical power boxes. Mud and debris covering roadways have created public safety concerns and may disrupt essential services. The total cost and extent of the damage have not yet been determined.
Hurricane City crews were proactively deployed ahead of the storm to monitor weather conditions and assess flood risks. As conditions developed, crews focused on monitoring vulnerable areas such as Gould’s Wash and various bridges.
City personnel have worked to establish detours in key locations to protect public safety and manage traffic. Emergency response efforts have included evacuating residents from affected flood areas, clearing storm drains, and removing mud and debris from roadways.
The emergency response involves Hurricane City Police, Search and Rescue, surrounding governmental agencies, and local businesses. The city's Emergency Operations Plan and related procedures have been activated to support recovery operations.
The declaration authorizes the city to continue necessary emergency actions, such as establishing road closures, clearing debris, and supporting affected residents. It also allows for coordination and requests for supplemental assistance through Washington County Emergency Management and the Utah Division of Emergency Management.
The local emergency declaration remains in effect and will remain in force until terminated as provided by law. Residents are encouraged to follow posted road closures and detours, and should avoid entering flooded roadways or areas where water, mud, or debris may present a hazard.
