The Fox Hills School Community Council adopted new rules of order and procedure on Oct. 8, 2026. The decision was reached with a vote count of 8 approved, 0 not approved, and 1 absent.
The council's responsibilities include creating all components of the School LAND Trust Plan, including the Goal Statement, Academic Area, Measurement, Action Plan Steps, and Expenditures. In accordance with Utah Code § 53G-7-1202, the council is tasked with advising school and district administrators on various topics. These include school programs, district programs, child access routing plans, safe technology utilization, digital citizenship, and other issues regarding the student community environment.
Additionally, the council works with the school principal and administrators to ensure adequate on and off campus internet filtering is configured to prevent students and personnel from viewing harmful content. The council also partners with students, families, and educators to develop safety principles and provides input to the principal regarding a positive behaviors plan.
All council meetings are open to the public. Agendas for upcoming meetings, along with draft minutes from the previous meeting, are provided to council members at least one week in advance. Meeting agendas are posted on the school website and must include the date, time, location, and any proposed action items.
Written minutes are taken at all meetings and are prepared in draft form for approval at the next scheduled meeting. Once approved, these minutes are retained for three years. The council also creates an annual timeline to manage required reports and other tasks to ensure efficient work.
At the first meeting of each year after the council is seated, members elect a chair from the parent members and a vice-chair from either the parent or school employee members. The school principal is not eligible to hold an office. The chair conducts meetings and makes assignments, while the vice-chair conducts meetings in the chair's absence.
The rules of order and procedure adhere to legal requirements for School Community Councils and the School LAND Trust Program as outlined in Utah Code §§ 53G-7-1202, 53G-7-1203, 53G-7-1206, and 53G-7-13, as well as Utah Administrative Rules R277-477 and R277-491. Council members receive annual training provided by the local school board, specifically before taking action on School LAND Trust plans and reports.
Meetings are conducted using simplified rules of parliamentary procedure as required by Utah Code § 53G-7-1203. Council actions are decided by motions and voting, with all results recorded in the meeting minutes.
