WIOA is landmark legislation aimed at strengthening the nation's public workforce system and supporting Utah's workforce through coordinated efforts.
WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with skilled workers. The Act requires states to align core workforce development programs with employer needs through four-year plans with greater flexibility than previous programs. WIOA promotes accountability and transparency through negotiated performance goals that are publicly available and fosters regional collaboration within states.
WIOA was signed into law on July 22, 2014, and is the first legislative reform of the public workforce system since 1998. The U.S. Department of Labor, in coordination with federal partners at the Departments of Education and Health and Human Services, collaborates with states, local areas, non-profits, and other stakeholders. The Office of Career, Technical, and Adult Education administers adult education and community college programs under WIOA Title II, while the State Vocational Rehabilitation Services Program provides grants for statewide programs. The Temporary Assistance for Needy Families program supports low-income families with children.
Utah is relevant to the program, which supports regional collaboration and improves the American Job Center system.
