The Rockville Town Council will hold a public hearing on Wednesday, November 11, 2026, to discuss potential projects for the Community Development Block Grant (CDBG) program. The meeting, scheduled for 6:00 p.m. at the Rockville Community Center Town Hall, will also address a proposed zone change and the possibility of reopening the local burn season for the remainder of the year.
CDBG Program and Funding
The public hearing is part of the Town of Rockville's eligibility to apply for funding under the CDBG Small Cities Program. This federally funded program is administered by the State of Utah, Division of Housing and Community Development (HCD). According to the town, the hearing aims to provide citizens with pertinent information regarding the program and allow for discussion regarding possible projects.
Eligible Community Projects
The CDBG program can fund a wide variety of activities. Eligible projects may include the construction of public works and facilities, such as water and sewer lines or fire stations. Additionally, the program can fund the acquisition of real property and the provision of public services, including food banks or homeless shelters. The Town of Rockville noted that if the town chooses to apply for this funding, a second public hearing will be held at a later date to discuss specific projects.
Proposed Zoning Change
Beyond the federal grant discussion, the council agenda includes a review and possible recommendation for a zone change. The proposal involves changing a parcel from Open Space 20 to Rural Residential .5 acre. The parcel, identified as #R-1305-A-1-F-1, is 21.18 acres in size and is owned by Anthony Jones. The property is located at 140 E. Grafton Road.
Burn Season and Fire District
The council also intends to discuss and consider the possible approval of opening the burn season for the remainder of the year. This action would be taken as the Utah State allows for burn season activities. Other administrative items on the agenda include reports from the Hurricane Valley Fire Special Service District Chief Ames and recommendations from the Planning Commission Chair Arnold.
Council Membership and Administration
The meeting will also address the approval of the October 2026 financial statements and expenditures. The council is scheduled to review the minutes from the previous regular meeting held on October 14, 2026. The current Rockville Town Council consists of Mayor Pam Leach and members Robin Smith, Megan Honer-Orton, Jeff Ballard, and Andy Efstratis.
Public Participation Rules
The Town of Rockville provides several ways for residents to participate in the public process. During the meeting, the public comment period allows residents or property owners to address the Mayor and Town Council regarding town concerns or ideas. Each speaker is limited to two minutes. The council will not respond to comments during the meeting but will take them into consideration for future discussion.
Historical Meeting Record
The Town of Rockville has maintained a consistent meeting schedule throughout the year. Records show the council held regular meetings on July 15, 2026, and August 12, 2026. Previous meetings held on September 9, 2026, and October 14, 2026, focused on various administrative and financial approvals, including the approval of September 2026 expenditures and financial statements.
