U.S. Immigration and Customs Enforcement is conducting market research for potential turnkey detention facilities, according to a notice on SAM.gov. The initiative involves looking for contract opportunities for contractor-owned and contractor-operated facilities.
The Department of Homeland Security and U.S. Immigration and Customs Enforcement require facilities within the Denver, Miami, Seattle, and Philadelphia areas of responsibility. Proposed operators must provide services including housing, medical and mental health care, transportation, guard services, food service, and detention services.
Contractors would be required to provide all personnel, management, equipment, supplies, and services necessary for the performance of the contract. The government is considering existing facilities that may require upgrades, newly constructed facilities, or turnkey existing facilities. All facilities must be able to begin housing detainees within 30 days of a contract award.
The request for information is intended for market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The notice is not an invitation for bids or a request for proposals, and the government makes no assertion that a solicitation will be issued. The government is not obligated to provide reimbursement for any information submitted in response to the research request.
The notice specifies that facilities must be available for the exclusive use of ICE and its detainee population, unless the Contracting Officer’s Representative or an ICE-designated employee provides prior approval for other agencies to use the space.
