Lehi's city-owned, open-access fiber optic network has surpassed 7,000 active subscribers, marking a milestone since its official completion in August 2025, according to a September 16 report by the Lehi Free Press.
Lehi Fiber Manager Shaye Ruitenbeek stated that the network has reached an approximate 30% take rate across completed zones. This marks a steady increase from earlier adoption rates that hovered between 23% and 24% during the initial rollout phases.
The infrastructure project, built through a public-private partnership with Strata Networks, consists of more than 400 miles of fiber and spans up to 2.1 million feet of cable. The network provides multi-gigabit speeds of up to 10-Gig to approximately 23,000 homes and businesses throughout the city.
While the project has seen technical success, officials are focused on achieving a break-even point. To cover financial obligations without relying on backup city funds, the network requires approximately 10,500 subscribers, representing a 38% take rate. Lehi City originally forecasted reaching this mark three to four years after construction concluded.
The network utilizes an open-access architecture where the city owns the physical glass lines, allowing five independent internet service providers to compete for customers. Ruitenbeek noted that this competition provides residents with more choices and helps maintain affordable pricing.
Customer satisfaction remains high, with a recent survey reporting a Net Promoter Score of 56.04. Ruitenbeek also noted a six-month Net Promoter Score of approximately 43, which he described as an excellent score reflecting high levels of customer satisfaction.
Lehi City plans to continue expanding the fiber infrastructure into new residential and commercial developments as the community grows. Developers are responsible for providing the necessary pathways within new developments to accommodate these utility services.
An updated financial and operational overview of the network is expected to be presented to the City Council during an October Work Session.
