The Hooper City Council canceled its regularly scheduled work session and meeting for Thursday, Sept. 3, because the body lacked a quorum to conduct business. The cancellation follows a Planning Commission special meeting held on Aug. 27 that addressed multiple rezoning requests and a master development agreement.
Council Meeting Canceled
According to a cancellation notice issued by the City of Hooper, the scheduled 7:00 p.m. meeting and work session for Sept. 3 was scrapped because officials could not reach the required number of members to hold a vote. The notice was issued by City Recorder Morghan Yeoman.
With the Sept. 3 meeting canceled, the next regularly scheduled Hooper City Council meeting is now set for Thursday, Sept. 17, at 7:00 p.m. The meeting will take place at the Hooper Municipal Building, located at 5580 W. 4600 S. in Hooper, Utah.
Planning Commission Activity
The cancellation follows a period of legislative activity within the city's planning department. On Aug. 27, the Hooper City Planning Commission held a work meeting at 6:00 p.m. followed by a special meeting at 7:00 p.m. to address several land-use and zoning matters.
During that Aug. 27 session, the commission was scheduled to review a variety of rezoning requests and a significant development agreement for the Hooper Crossing Commercial Center. The agenda for that meeting included public hearings to gather input from the community on several specific parcels of land.
Rezoning Requests Under Review
Among the items discussed during the Aug. 27 special meeting was a rezoning request from Bridger Smith for property located at 5271 W. 4600 S. The request sought to create a half-acre lot containing a previously existing home to separate the residence from surrounding agricultural land.
Additionally, the commission reviewed a request from Tana Gooch regarding parcel numbers 15-525-0004 and 15-252-0003, located at 3051 S. 5100 W. This request involved rezoning the property from an R1 designation to R2.
Commercial and General Plan Amendments
The Planning Commission also addressed a complex rezoning and general plan amendment request for property located near 4700 W. and 5500 S. submitted by Terra Strada LLC. The proposal included changing the zoning from R1 to several different designations: C2, PUD, R2, and R3.
Furthermore, the commission was tasked with providing a recommendation regarding a Master Development Agreement for the Hooper Crossing Commercial Center. This meeting was held at the Hooper Municipal Building in accordance with the city's public meeting protocols.
Public Participation Protocols
The City of Hooper maintains specific protocols for public participation and accessibility. For any meeting, the city provides for special accommodations and auxiliary communicative aids for individuals with disabilities, provided they notify the city recorder at least 48 hours in advance.
During public hearings and comment periods, residents are allotted three minutes each to address the council or commission. To ensure transparency, the city requires that all public officers and employees avoid personal investments in business entities that would create a substantial conflict between their private interests and public duties, as per Utah State Code.
