For Emergency Medical Services and Interfacility Transport

Proposal Due Date: August 14, 2026, at 4:00 pm MST at the Tremonton City Recorders Office. Tremonton City, Utah is seeking proposals from qualified, licensed, and experienced Emergency Medical Services (EMS) providers to furnish comprehensive emergency medical response and ground ambulance transport services. The City’s objective is to secure a contract with a provider that can deliver high-quality, reliable, and fiscally responsible services for all residents and visitors within its jurisdiction.
This RFP is being issued in accordance with Utah state law and city procurement ordinances to ensure a competitive and transparent process. The selected provider will be responsible for both 911 emergency response and interfacility transport services, aligning with the city’s commitment to clinical excellence and equitable access to care.
The Proposer shall be the primary 911 EMS provider for all medical and trauma emergencies within the designated service area; it will also be the Primary Interfacility transport service for Bear River Valley Hospital.
The Proposer will be required to:
Provide detailed data and reports on key performance metrics, including, but not limited
to, response times, call volumes, patient outcomes, and clinical quality indicators.
Implement a robust Quality Assurance and Quality Improvement (QA/QI) program,
including regular case reviews and collaboration with the city’s medical director.
Provide timely and accurate documentation for all emergency responses and transports.
The Proposal:
Any submitted proposal shall contain, at minimum, the following:
1. Qualifications of the Proposer and any person who will provide services under the proposal.
2. A statement of the equipment and capability of the proposer to complete the services contemplated by the RFP.
3. The compensation and rates applicable to the proposal.
4. Provide the address of any physical location that will be utilized in providing the services.
5. Provide an estimated range of response times to various areas within the City, including to the furthest boundaries of the City.
6. Provide a list of current contracts the Proposer currently provides EMS services within Box Elder, Weber, Cache, or Davis Counties, Utah.
Any contract awarded under this RFP will require:
1. Twenty-four hour a day, seven days a week availability of at least two ambulances with staff.
2. Assistance with any and all emergencies within Tremonton City limits.
3. Monthly reports to the City of call volume and revenue received from the provider.
4. Other standard and ordinary terms for EMS services.
Tremonton City, Utah, reserves the right to accept or reject any and all proposals received as a result of this RFP, to negotiate with any qualified Proposer, and to cancel this RFP at any time.
Please submit sealed proposals to the Tremonton City Recorders Office before August 14, 2026, 4:00 pm. MST. Any submittal received after August 14, 2026 at 4:00 pm MST shall not be considered.
Tremonton City will open all proposals beginning on August 17, 2026 and present the proposals to the City Council at its regularly scheduled meeting on August 18, 2026. Tremonton shall evaluate based on the availability to provide the services, the cost of providing the services, the response times of the provider to areas within the City, and the experience of the provider.
