The Highland City Council is scheduled to meet Tuesday, Nov. 10, 2026, to consider a range of legislative and administrative matters, including potential changes to fencing regulations in the Ridgeview Planned Development and a proposed agreement regarding water and trail access with The Ridges at Alpine, LLC.
Legislative and Environmental Hearings
According to the meeting agenda posted by the City of Highland, the council will hold a public hearing to consider a legislative amendment to the Ridgeview Planned Development. The proposed amendment would allow for street-side privacy fencing for corner properties within the Townhome, Carriage, and Cottage pods to be located on the property line, rather than the current requirement of 14 feet from the curb.
In addition to the fencing discussion, the council is scheduled to hold a public hearing regarding updates to the Stormwater Management Plan (SWMP). These updates are required by the Utah Pollutant Discharge Elimination System (UPDES) General Permit for Discharges from Small Municipal Separate Storm Sewer Systems (MS4).
Development and Property Agreements
The council will also consider a proposed agreement with The Ridges at Alpine, LLC. The developer of the property located within Draper City, north of Beacon Hills, seeks an agreement involving the City's water tank and waterline easement, as well as public trail access, utility easements and connections, and emergency access.
Further action items on the agenda include a bid award for crack sealing on city streets and a resolution regarding a property exchange. This proposed resolution, involving the Dean family and the Mitchell Hollow Trail, would provide additional right-of-way property for 9600 North Street in exchange for property currently owned by the City that is located within property owned by the Dean family at 6511 West 9600 North.
Expedited Council Actions
The agenda includes several expedited items that the council is scheduled to consider. These include resolutions for the sale of city-owned orphan parcels adjacent to properties owned by KC Corbett and Morgan Manning.
Additionally, the council will consider a resolution for the Dean property swap and a bid award for crack sealing city streets. The meeting is scheduled to begin at 6:00 PM at the Highland City Council Chambers, located at 5400 West Civic Center Drive.
Meeting Procedures and Work Session
Mayor Brittney P. Bills is scheduled to call the regular session to order, with Council Member Scott L. Smith providing the invocation and Council Member Ron Campbell leading the Pledge of Allegiance.
During the meeting, City Administrator Erin Wells is expected to introduce new employees to the council. The council also has scheduled discussions for a work session regarding sidewalk project priorities and Safe Routes to School grant applications.
Public Participation and Logistics
The meeting agenda was posted on Nov. 5, 2026, by City Recorder Stephannie Cottle. The council will provide virtual participation via YouTube Live for those unable to attend the session at the Civic Center Drive chambers.
As part of the meeting's protocol, the council will allow for unscheduled public appearances, where individuals may share information with the council. Participants are requested to limit comments to three minutes per person and must state their name.
