A majority of Utah likely voters oppose Amendment B and disapprove of President Donald Trump’s job performance, according to a Noble Predictive Insights (NPI) poll of record published October 29.
The Utah Public Opinion Pulse (UTPOP) poll, which surveyed 527 likely general election voters from October 26–27, 2026, found that Amendment B trails by 22 percentage points.
Amendment B would require at least 60% approval for citizen-proposed laws that increase taxes compared with existing law, rather than a simple majority. According to the survey, 56% of respondents would vote no, while 34% would vote yes, and 10% are not sure.
Opposition to the measure leads across all three major party groups. Democrats oppose the measure 82% to 11%, and Independents oppose it 58% to 29%. While Republicans are more receptive, opposition still exceeds support among them at 48% to 42%.
Noble Predictive Insights founder and CEO Mike Noble stated that Amendment B has a coalition problem because it trails in every party, making it difficult to build a winning coalition.
The poll also found that President Donald Trump’s job approval stands at 45%, while 53% of Utah likely voters disapprove, leaving him 8 points underwater. Disapproval is more intense than approval, with 47% strongly disapproving compared to 27% who strongly approve.
Party breakdowns for job approval show Republicans approve of Trump 66% to 34%, while Democrats disapprove 99% to 1%. Independents disapprove 72% to 25%. Noble noted that while Utah provides a favorable electorate for Trump, Independents are heavily against him and one-third of Republicans disapprove.
Regarding early voting, approximately one-third of likely voters report having already voted or returned an early ballot. Among those who have already voted, 38% approve of Trump’s job performance and 62% disapprove. Those who have yet to vote are evenly divided, with approximately 49% approving and 49% disapproving.
The UTPOP poll was conducted via text-to-online. The sample demographics were weighted to reflect the projected Utah electorate by gender, county, age, party, race/ethnicity, education, and recalled 2024 presidential vote, using data from the Utah Lieutenant Governor’s Office, Census data, and recent voter files. The poll yielded a margin of error of ±4.27%.
The poll was conducted by Noble Predictive Insights, a nonpartisan public opinion polling and market research firm.
