Respondent and Observer Feedback: Both respondents and courtroom observers appreciate the judge’s patient, kind, and empathetic behaviors and his respectful treatment of each participant. Both groups say that he is efficient and organized in managing his court calendar. Respondents say that the judge is fair-minded. All four observers report confidence that they would be treated fairly if they were to appear in Judge Howell’s court, though one expressed that they might be more confident after watching the judge handle more cases.

Judge Anthony L. Howell was appointed to the Fourth District Court in December 2016 by Gov. Gary R. Herbert. He serves Juab, Millard, Utah, and Wasatch counties. He graduated from the J. Reuben Clark Law School at Brigham Young University in 2002. Prior to his appointment to the bench, he was Chief Counsel at the Utah County Public Defender Association from 2011 until his appointment to the bench. He was a trial attorney at the Utah County Public Defender Association from 2002 until his appointment to Chief Counsel.
