Celeste Maloy is a Republican U.S. Representative who won the Republican primary for Utah's 3rd Congressional District on June 23, 2026, defeating challenger Phil Lyman by a roughly 2-to-1 margin and advancing to the general election on November 3, 2026. She was first elected to Congress in 2023 via special election to represent Utah's 2nd District and previously worked as a deputy county attorney in Washington County, public lands attorney for the Utah Association of Counties, staff attorney for the Washington County Water Conservancy District, and chief legal counsel to Rep. Chris Stewart. Maloy was born in Cedar City, Utah, in 1981, earned a bachelor's degree in agriculture from Southern Utah University and a J.D. from Brigham Young University J. Reuben Clark Law School, and has focused her legal career on public lands and water issues.
