David A. Harris is a retired U.S. Air Force Major General and combat veteran who served nearly four decades, including as one of the first U.S. Airmen in Operation Desert Storm and later leading a $31 billion enterprise in air, space, and cyber defense. He is a Brigham Young University graduate commissioned through ROTC in 1986 and has described himself as a devoted husband and father committed to continued public service after his military career. Harris filed as a Republican candidate for Utah's U.S. House District 3 in the 2026 election but was ruled ineligible for the party convention under a one-year Republican registration rule and later ended his campaign due to insufficient signatures.
