Survey Respondent Recommendation: 96% of survey respondents recommend Judge Noland for retention
Performance Measures: Survey scores are analyzed for statistical significance to determine if the judge scored well above, above, consistent with, below, or well below their juvenile court peers.

Respondent and Observer Feedback: Respondents and courtroom observers value Judge Noland’s courteous, positive, and patient demeanor, and they appreciate his caring and dignified treatment of youth. Both groups say that he allows court participants to be heard, and both, particularly the observers, value his neutrality. All four observers report confidence that they would be treated fairly if they were to appear in Judge Noland’s court.

Biography

Judge Jeffrey J. Noland was appointed to the Second District Juvenile Court by Gov. Gary R. Herbert in July
2010. He serves Davis, Morgan, and Weber counties. Judge Noland has a law degree from the University of Utah College of Law. Prior to his appointment to the bench, Judge Noland served as a managing attorney for the Salt Lake Office of the Guardian ad Litem (GAL). Before joining the GAL in 2006, Judge Noland worked in private practice.
