Phil Lyman is a Republican from Blanding, Utah, who previously served as a San Juan County Commissioner from 2011 to 2018 and as a member of the Utah House of Representatives, representing District 73 from 2019 to 2022 and District 69 from 2023 to 2025. A certified public accountant by profession with degrees from Brigham Young University and the University of Utah, he owns an accounting firm and has been involved in local business and community organizations. He ran as a challenger in the 2026 Republican primary for Utah's 3rd Congressional District but lost to incumbent Celeste Maloy.
