Rick Westmoreland

Rick T. Westmoreland was appointed to the Second District Juvenile Court by Gov. Spencer Cox in June 2022 and serves Davis, Morgan, and Weber Counties. He received a Bachelor of Science in Child and Family Studies from Weber State University and a Juris Doctorate from the University of Oklahoma. Prior to his appointment, he worked as a prosecutor for the Davis County Attorney's Office since 2004 in roles including Specialty Court Division Chief, and served as Chair of the Utah Youth Parole Authority from 2013 until his judicial appointment; he has also been an adjunct professor at Weber State University since 2007.
