Ryan M. Harris is a judge on the Utah Court of Appeals, appointed in June 2017 by Governor Gary R. Herbert, and serves as the court's Presiding Judge. He previously served nearly six years as a trial judge on Utah's Third District Court, including as Associate Presiding Judge, and earlier as a small claims judge and civil litigator at Jones, Waldo, Holbrook & McDonough after clerking for Judge Stephen H. Anderson of the U.S. Court of Appeals for the Tenth Circuit. He earned degrees from Brigham Young University (1995) and Stanford Law School (1998) and has taught as an adjunct professor at the University of Utah's S.J. Quinney College of Law; he is on the ballot for nonpartisan retention on November 3, 2026.
