About
Sam Barlow is a Republican candidate for Utah House of Representatives District 17, representing areas including Layton, Kaysville, Fruit Heights, and Farmington. He is a lifelong Davis County resident who grew up in Layton and Fruit Heights, graduated from Layton High School, and is raising three children in the district with his wife, a high school teacher. His father, Stewart Barlow, previously represented the district but is not seeking reelection; Sam has experience in housing and real estate, served on the Farmington City Planning Commission, and worked in public policy and government relations.

Housing affordability
Supports increasing the residential primary home ownership exemption to match inflation to reduce property taxes; focuses on increasing housing supply, reducing regulations, and addressing costs driven by zoning and infrastructure.
Education
Supports directing classroom funding to teachers and students, reducing class sizes, career and technical education, parental involvement, transparency, and aligning education with workforce needs; parents should have options while protecting good teachers.
Preserving Utah's way of life
Advocates smart growth with infrastructure before density, water security including Great Salt Lake protection, outdoor access and recreation, and local control over community decisions.
