Terry L. Hutchinson is a Republican candidate for Utah State Board of Education District 11 in the 2026 election. He previously served eight years on the Washington County School Board from approximately 2017 to 2025 and also served on the Washington County Library Board. Hutchinson grew up in Alpine, Utah, graduated from American Fork High School, earned a Juris Doctorate from BYU Law School, served five years in the U.S. Army as a Captain, and practiced law in Utah and Nevada for over three decades; he and his wife have five children and nine grandchildren.

Local control supports strengthening local control of schools and parents' rights in education decisions.
Curriculum and libraries supports removing inappropriate or explicit materials from school libraries and opposes content describing sexual acts in them.
Discipline and safety advocates removing disruptive students from classrooms to protect the learning environment.
Funding and efficiency supports pay-as-you-go school construction to avoid debt and prioritizes classroom basics over administrative costs.
Legislature relations believes the state board should align more closely with legislative expectations rather than maintaining distance.
