Thomas Low is a judge of the Fourth District Court of Utah, appointed in December 2009 by Gov. Gary R. Herbert, and serves Juab, Millard, Utah, and Wasatch counties. He earned a bachelor of arts and a juris doctorate with honors from Brigham Young University, where he was admitted to the Order of the Barristers. Before joining the bench he practiced law in Provo, served as a deputy Wasatch County attorney prosecuting felonies, and spent six years as Wasatch County Attorney; he is listed on Utah’s 2026 candidate filings for a yes-no retention election for that office.
