Shall Santa Clara City, Utah, be authorized to impose a local sales and use tax of up to 1.0% on taxable transactions within the City to fund emergency services, including fire protection, ambulance services, emergency medical services, personnel, equipment, facilities, and related operational costs, as authorized by Utah Code 59-12-2402?
