The Morgan County Planning Commission is scheduled to hold a public hearing on Thursday, November 5, 2026, to consider the Flagship Eagle Vista Rezone, a Future Land Use Map Amendment (FLUMA), and a development agreement. The meeting will take place at 6:30 p.m. at the Morgan County Commission Chambers, located at 48 West Young Street, Morgan, Utah 84050.
The proposed rezone and land use amendments involve approximately 6.29 acres located near 4428 West Old Highway Road in Mountain Green, Utah. The applicant, Flagship Homes, is seeking to amend the General Plan Future Land Use Map designation from Village Low Density Residential (VLDR), which allows a maximum of two dwelling units per acre, to Village Residential, which allows for a maximum of four dwelling units per acre. Additionally, the proposal seeks to rezone the land from RR-1 (Rural Residential, with a one-acre minimum lot size) to R1-8 (Single-Family Residential, with an 8,000-square-foot minimum lot size).
The commission will also consider a proposed development agreement between Morgan County and BCP Development, Inc. concerning the approximately 44-acre Eagle Vista Villas development. This agreement covers residential development, density, development standards, infrastructure, roads, and public improvements. The agreement also addresses open space, recreational amenities, trails, a proposed reduction in the Town Center commercial development allocation, and developer obligations, including proposed land dedication for a future fire station.
The proposed actions are intended to facilitate the coordinated development of the Eagle Vista community in Mountain Green. Application materials and the proposed agreement are available for review through the Morgan County Planning and Development Services Department.
Interested parties are invited to provide public comment during the hearing. Written comments may be submitted to Morgan County Administrative Manager and Zoning Administrator Kate Becker at kbecker@morgancountyutah.gov no later than 6:30 p.m. on November 4, 2026. Individuals requiring special accommodations for the meeting should notify Planning & Development Services at 801-845-4015 at least 24 hours in advance.
