The West Jordan City Council has approved Ordinance No. 26-50, rezoning approximately 8.3 acres of property identified as Barber Estates to allow for single-family residential development. The ordinance, which was signed by Mayor Dirk Burton on October 30, 2026, changes the land use from the RR-1D Rural Residential 1 Acre Lots zone to the R-1-12 Residential Single-Family 12,000 Square Foot Minimum Lot Size zone.
The application for the rezone was submitted by Anderson Development, L.C. and various limited liability companies. The property is located at 7401 South 5490 West, identified as Parcel Number 20-25-325-015-0000. According to the ordinance, the development is limited to a maximum of 19 residential units and must follow a specific concept plan.
Under the new zoning, the property must adhere to various regulations, including providing adequate drinking water, storm water detention, and utilities infrastructure. The ordinance also requires that 5490 West Street improvements, extending from Highlands Loop Road to the north boundary of Barber Estates, be completed by April 27, 2030. Additionally, a final subdivision plat must be approved by the City by October 27, 2029, or the zoning will automatically revert to the RR-1D zone.
The City Council passed the ordinance on October 27, 2026, after the West Jordan Planning Commission held a public hearing and issued a positive recommendation on October 6, 2026. The council determined the rezone was in the best interest of the public health, safety, and welfare of West Jordan residents.
Development within Barber Estates will require applicants to pay all impact and development fees required by the City’s consolidated fee schedule. Furthermore, the ordinance mandates that the development connect to both 5490 West and the 5400 West stub street. A 6-foot masonry or precast wall must also be installed along 5490 West in accordance with city code.
The rezone was part of a broader effort to align land use with the City of West Jordan's Comprehensive General Plan adopted in 2023. The approved development must comply with all relevant requirements of the City Code, including lot and bulk standards, buffer areas, and fencing.
The ordinance became effective following the Mayor's approval on October 30, 2026. The City Recorder, Tangee Sloan, certified that a summary of the ordinance was published on the Utah Public Notice Website on November 2, 2026.
