The Gary R. Herbert Institute for Public Policy at Utah Valley University acts as a launching point for civic engagement. The institute provides internship opportunities, hosts various events, and conducts research intended to inform policymakers.

Through partnerships with UVU faculty and students, the institute authors public policy papers focused on topics significant to Utah public policy.
Student Internships and Scholarships
The Herbert Public Policy Internship Program offers student internships within the Utah State Legislature, in Washington, D.C., and in-house at UVU. Additionally, through donor generosity, the institute awards scholarships to students across a variety of fields.
Combating AI Deepfakes in Elections
In an effort to address technological challenges, the Herbert Institute and the Center for National Security Studies (CNSS) at UVU announced a partnership with Provo start-up SureMark Digital Identity Services. This collaboration launched a pilot project designed to combat deepfake AI in elections. Students and faculty will evaluate the impact of AI deepfakes on Utah elections through academic panels and white papers, with the pilot running from July 2024 until winners are sworn into office in January 2025.
Notable Events and Voter Guides
The institute has hosted several notable figures for campus events, including Dr. Ben Carson, Ambassador Jeff Flake, and Senators John Curtis and Mark Kelly. Interns at the institute also developed a Student Voter Guide to provide information on candidates and issues to the student body.
