A referendum seeking to put Roy's 2026-27 budget and tax rate before voters will not appear on the November ballot after signature withdrawals left the petition below the required threshold, the city said. The petition challenged Roy City Resolution 26-24, which the City Council approved Aug. 11 by a 4-1 vote after a lengthy public hearing.
