The Kaysville City Redevelopment Agency Board is scheduled to meet on Thursday, November 5, 2026, to consider a resolution for reimbursing the city for public infrastructure expenditures. The meeting is set for 8:00 p.m. in the Council Chambers at Kaysville City Hall, following the adjournment of the City Council meeting.
The proposed resolution, Resolution No. 26-11-01RDA, would authorize an initial reimbursement of up to $1,445,560 to the city. These funds, representing the agency's current estimated unaudited fund balance, would be allocated to the Road Fund ($1,113,081), the Water Fund ($303,568), and the Stormwater Fund ($28,911). This allocation follows a proportional distribution based on documented historical expenditures: 77% to the Road Fund, 21% to the Water Fund, and 2% to the Stormwater Fund.
The reimbursement is intended to cover infrastructure improvements completed in 2013, 2014, and 2015 to support the Flint Street Community Development Project Area, which includes the Smith’s Marketplace and Flint Acres developments. The city identified approximately $3.82 million in previously unreimbursed expenditures, including $2.95 million from the Road Fund, $813,000 from the Water Fund, and $61,061 from the Stormwater Fund. While the Power Department also incurred infrastructure expenditures for the project, no reimbursement to the Power Fund is proposed because the precise amounts have not been fully documented.
The Flint Street Community Development Project Area began generating tax increment revenues in 2016, with a 15-year collection period scheduled to conclude in 2031. Under current interlocal agreements, the project area is subject to a maximum tax increment expenditure budget of $1,800,000. The proposed resolution also authorizes the ongoing transfer of future tax increment revenues, interest earnings, and other eligible project area revenues using the same proportional allocation without requiring separate board approval for each transfer.
The meeting will be held at 23 East Center Street, Kaysville, Utah. For those requiring special assistance due to a disability, the Kaysville City Offices can be contacted at (801) 546-1235 at least 24 hours in advance of the meeting.
