American Fork City is updating its pressurized irrigation rate structure to better reflect the true cost of delivering water and to encourage conservation, according to an October 1 statement. The city is moving from a flat-rate system to a tiered system based on both lot size and actual water usage.
The new tiered rate system is designed to be more equitable by rewarding efficient water users with lower rates, while ensuring that those who use more water contribute proportionally to system costs. The pressurized irrigation base rate is intended to cover ongoing costs for operating and maintaining the system as well as debt service. To allow residents time to adjust their systems, the city chose to phase in the full rate adjustment over five years.
To assist residents in understanding how these changes might affect them, the city will offer a utilities dashboard through Yoppify, its communications platform. Available for use starting in January 2026, this online tool will allow customers to track both culinary and pressurized irrigation usage, see their specific rate tier and lot size group, and compare bills under the new rates. Residents can also use the portal to view and pay utility bills using their existing account login.
The city worked with Bowen Collins & Associates, a water engineering and consulting firm, to evaluate the culinary and pressurized irrigation water systems. This rate study included an evaluation of the city's water system costs, revenue requirements, and proposed rate structures to develop recommendations for future management.
A town hall regarding pressurized irrigation metering is scheduled for Oct. 20, 2026, at 6 PM. The meeting will be held at the Historic City Hall, located at 31 Church Street.
