Utah agencies and state officials are navigating separate challenges regarding the management and restoration of the state's prominent saline lakes, as the Utah Lake Authority manages recreational balance and the state pursues aggressive water-leasing strategies for the Great Salt Lake.
Utah Lake management goals
The Utah Lake Authority (ULA) is currently working to balance ecological health with recreational opportunities at Utah Lake. According to the ULA, the organization's mission is built on three pillars: fostering thriving ecosystems, cultivating vibrant communities, and delivering world-class recreation.
Transition from the previous commission
The ULA serves as the successor to the Utah Lake Commission (ULC), which was required to dissolve itself no later than May 1, 2023. The transition was designed to enhance lake management through a strategic plan to improve the lake's future.
Coordinating lake management efforts
The Authority is responsible for coordinating efforts between state and local government entities, property owners, and water rights holders to implement a management plan. This plan includes an environmental sustainability component developed alongside the Department of Environmental Quality and the Division of Wildlife Resources.
Great Salt Lake water decline
In contrast, the Great Salt Lake faces a critical decline, having lost roughly 22 feet in water level since the mid-1980s. A report from PERC noted that the lake reached a record low in 2022 after declining 11 feet in just one decade.
New water leasing strategy
To address the Great Salt Lake's shrinkage, Utah has launched a water policy 'moonshot' that utilizes voluntary water leasing. This program pays farmers and water rights holders to reduce consumption or leave water in-stream to replenish the lake.
Challenges facing water leasing implementation
While the strategy has support from groups such as the Utah Farm Bureau and various conservationists, implementation faces hurdles. A March 2025 report highlighted that legal, hydrological, and technical challenges have slowed the progress of these leases, and some agricultural communities have expressed reservations about transferring water out of their regions.
The decline of the Great Salt Lake poses significant risks, including potential ecosystem collapse for over 200 bird species and public health threats from toxic dust containing lead, arsenic, and cadmium. State estimates suggest that restoring the lake would require annual additional inflows of between 471,000 and 1 million acre-feet.
