The Highland Planning Commission will hold a public hearing on Tuesday, Sept. 22, 2026, to consider a development agreement for an assisted living facility and a proposed change to city building height regulations, according to a Sept. 10 notice.
The first item on the agenda involves a request from Cole Cooper, representing LIHAI LLC, for a legislative development agreement. The proposal seeks to allow the development of an assisted living facility with 75 units at the Skye Estates subdivision, located generally at 6571 W Grant Blvd. in Highland.
While medical and nursing facilities are permitted in the district, the proposal would increase the building footprint without increasing height. It also seeks to decrease required parking from current Skye Estates PD requirements to align with the City's senior care assisted living overlay zone requirements. The development agreement would include concept site, building, and landscaping plans for review.
The commission will also consider a proposed amendment to City regulations regarding the measurement of allowed building heights across all zones. The amendment would consider changing the standard to measure from the top of the curb or the natural or existing grade.
The hearing is scheduled for 7:00 PM at the Highland City Council Chambers, located at 5400 West Civic Center Dr. The public may provide comments during the hearing or submit written objections by mail or email. Meeting agendas and staff reports are expected to be published on the City's website the Thursday evening prior to the meeting.
