The acquisition of the five-building office development, situated on 21.7 acres, was announced July 22, 2026.

The acquisition provides the Utah Department of Health and Human Services with a massive office space designed to accommodate a statewide government workforce. The campus, located within the Salt Lake City metropolitan area, features expansive floor plates and abundant parking to support its new institutional occupier.
Originally developed to serve as the corporate headquarters for FranklinCovey, the property was purpose-built to meet the specific demands of a major institutional tenant. The facility includes a comprehensive amenity package designed for large-scale operations, including a cafeteria, a fitness center, and an auditorium.
Strategic Real Estate Investment
Colliers, a global professional services and investment management company, facilitated the transaction. The sale was brokered by Colliers Chairman Brandon Fugal and Managing Director Chris Kirk.
Fugal described the purchase as a landmark acquisition that will meet the operational needs of the state for decades. He noted that acquiring a high-quality asset at a fraction of its replacement cost demonstrates responsible stewardship of public resources while creating lasting value for the State of Utah.
Market Availability and Challenges
Industry experts noted that the transaction is rare due to the current economic landscape and construction climate. Chris Kirk stated that properties of this caliber and level of operational readiness seldom become available on the market.
Kirk also emphasized that the acquisition provides the state with long-term certainty. He noted that replicating a campus of this scale would be extraordinarily difficult in today's market, where rising construction costs and lengthening development timelines make the replacement of large institutional campuses increasingly difficult.
