The Division of Housing and Community Development (HCD) officially joined the Governor's Office of Economic Development on July 1, 2026. The new division is tasked with coordinating statewide housing programs and supporting various housing goals, including the development of starter homes.
New division formation and purpose
Created by H.B. 68 during the 2026 General Legislative Session, the division is led by Steve Waldrip. Waldrip will maintain his role as Senior Advisor for Housing Strategy to Gov. Spencer Cox while taking on additional responsibilities as the state housing coordinator.
Program areas and housing support
The HCD consists of 10 major program areas designed to serve citizens, community organizations, and local government. The division provides tools and resources for developing affordable housing and offers direct help to homeowners to improve living conditions and reduce energy bills.
Community services and infrastructure assistance
Additionally, the division assists communities with basic community services, infrastructure, and bonding ability to support a healthy economy. It also provides critical assistance for community challenges such as domestic violence, homelessness, and hunger.
Federal grant administration and training
The division administers various federal grants to make funding available to Utah communities and offers technical and training assistance to facilitate the funding process.
Economic value and rural planning
According to the division, state dollars are used to provide significant value, with Utahns receiving over ten dollars in value for every state dollar spent. Furthermore, HCD's Regional Rural Planners assist rural communities in using resources to maximize investment.
